Update on Phase 1 and 2

THE ROAD IS NOW OPEN!! 
In the last two weeks, the Contractor:
+ Completed installation of the new Alton Grange sign
+ Completed installation of guide rail and chain link fence
+ Completed installation of luminaires, decorative pedestrian streetlight mast arms, banner arms and flower pot holders, throughout
+ Completed installation of signage
+ Completed temporary line painting/markings
+ Continued gateway monument construction; installed lettering

In the early 2019, the Contractor will:
+ Complete installation of bridge and culvert railings
+ Continue gateway monument construction, pending the weather (will not affect road operation)

In the Spring, 2019, the Contractor will come back to complete the following:
+ Complete gateway monument construction
+ Complete pattern colour concrete splash pad installation between the curb and the sidewalk, throughout (continuous pour to achieve uniform look)
+ Complete minor sidewalk installation
+ Complete colour staining of bridge and culvert parapet walls (continuous staining to achieve uniform look)
+ Install pier caps on bridge and culvert parapet walls
+ Complete outstanding driveway asphalt
+ Complete placement of top asphalt and permanent (durable) thermoplastic line markings
+ Complete final grading touch-ups, top soil, seeding and sod
+ Address final requests and deficiencies, if any

IMPORTANT INFORMATION FOR THE WINTER
PHASE 1:
+ Contractor will demobilize off site as of Wednesday, December 19, 2018. The Contractor provided emergency numbers and will be available to respond, if needed, over the winter months. Over the winter months, the roadway will be maintained by the Regional Operations Department.
+ Both site trailers will remain near the Pumping Station until the Spring. At that time, if our current Vendor is successful on winning Phase 2, both trailers will remain until December 2019. If not, they will be removed around May/June and a new Vendor will select a new location within Phase 2.
+ All newly constructed sidewalks will be kept closed until Spring 2019 due to: a small section of incomplete sidewalk around the bridge area, outstanding bridge and culvert railings and incomplete pattern colour concrete splash pads. Proper signage was placed. The Town of Caledon was notified. Sidewalks will not be plowed.
+ Newly constructed lay-by will be kept closed until Spring 2019 due to: incomplete permanent (durable) thermoplastic line markings for parking stalls and sidewalks being closed. Proper signage was placed. The Regional Operations Department was notified. Lay-by will not be plowed.
+ All newly installed ‘share the road’ signs (bicycle signage) will be bagged until Spring 2019 due to: incomplete permanent (durable) thermoplastic line markings.
+ Install and keep until March two Portable Variable Message Broads advising of the new speed limit and road conditions ahead

PHASE 2:
+ We are hoping to secure a Vendor for Phase 2 works by the end of February, 2019. The project will commence by the end of March
+ Enbridge Contractor will commence gas main relocations along Main Street South based on the following preliminary schedule:
+ Edmund Street to Station Street (east side of the road) – January to March
+ Queen Street to Edmund / Station Street to Beechgrove (east side of the road) – February to June
+ Most of the work will be done underground using directional drilling method. Sending and receiving shafts will be required at various locations. Some customers will be reconnected to the new main, once completed. Sub-station at N/W corner of McClellan Road will be relocated to S/W corner

Serguei, on behalf of the Alton Village Association we wish to thank you for keeping us up-to-date on the progress of your work on Queen St. East. Not only did you keep residents informed, but also involved by listening patiently to concerns and suggestions. The photos you provided helped us understand and appreciate the true scope of the project. We congratulate you and your team for bringing the project in ahead of schedule, a feat which seems to be quite rare these days!
The improvements initiated by Region of Peel on Queen St. East included reconstruction of the bridge and culvert over Shaw’s Creek, drainage and boulevard improvements, on-street parking, decorative street lighting, streetscaping enhancements and landscaping. We appreciated the Public Information Sessions which allowed interested residents to be part of the process, and now we all look forward to seeing those concept drawings become reality.
Again, thanks to you and everyone who worked so hard to bringing the project in ahead of time.

+ Completed installation of decorative railing at toe wall and rest area 
+ Completed pouring concrete for parapet walls and posts for the new bridge
+ Completed bridge deck waterproofing
+ Completed placement of base asphalt on the new bridge
+ Commenced installation of guide rail and chain link fence


In the next two weeks, the Contractor:
+ Complete installation of guide rail and chain link fence
+ Complete installation of luminaires, decorative pedestrian streetlight mast arms, banner arms and flower pot holders, throughout
+ Complete installation of signage
+ Complete temporary line painting/markings 
+ Complete installation of bridge and culvert railings
+ Continue gateway monument construction
+ Open the road

At this time, we are tentatively scheduling to open the roadway on Wednesday, December 19, 2018.

Notification of Speed Limit Changes on Queen Street East

In preparation for Queen Street East opening on December 21, 2018, please note important speed reduction changes that are now in effect and enforceable:
+ Existing 80km/h posted speed limit on Main Street/Queen Street East/Porterfield Road will be reduced to 50km/h from 425m north of Beechgrove to 30m south of Beechgrove;
+ Existing 50km/h posted speed limit on Main Street/Queen Street East/Porterfield Road will be extended from 515m east of Main Street to 1,030 east of Main Street; and
+ Existing 80km/h posted speed limit on Main Street/Queen Street East/Porterfield Road will be reduced to 60km/h from 1,030m east of Main Street to 1,530m east of Main Street

*** Please note that OPP has been notified and the areas will be enforced ***

Update on Phase 2 Alton Streetscaping

Hi Alton Residents, Serguei has sent us an update plans for Phase 2 of the Alton Streetscaping project:

+ 100% Detailed Design is complete;
+ All necessary permits have been applied for;
+ Tendering of the project is scheduled for mid-January with 30-day closing; 
+ Commencement of the works is scheduled for March 2019; and
o Section between Beechgrove and McClellan will commence mid-July, 2019
+ Completion of the works is scheduled for December 2019

The Town of Caledon is notifying all local residents and affected parties of the Alton Village Drainage Study - Phase 2. The purpose of the study is to identify solutions that will alleviate flooding experienced by the Village of Alton. Construction will not occur during this study. The Phase 2 study area is shown in the Key Map below as well as in the PDF from the Town.

The OPP have offered their support and can meet with those interested to provide guidance on organizing the program. Please let us know if you are interested in participating or may like to help with organizing/planning. It’s a great way to get to know your neighbours and build a strong community.

Bridge and Road Rehabilitation on Highpoint Side Road

Highpoint Side Road will be closed between Porterfield Road and Willoughby Road for local 
railway maintenance. Local access will be maintained however, due to the nature of the project, Highpoint Side Road will be closed to through traffic.
Anticipated construction dates:
Monday, September 24, 2018 (anticipated road closure date)
Sunday, September 30, 2018 (anticipated completion date)
 
There will be no through traffic on Highpoint Side road during the road closure.

Public Notice from the Region of Peel Public Works

SCHEDULED WATER SUPPLY INTERRUPTION
 
Dear Customer:
 
The Region of Peel Public Works department regularly maintains and repairs the water system to make sure you have a reliable supply of quality drinking water. Sometimes we must turn off your water supply while we do the work. In the next few days, we will be working in your area and will have to turn off your water for a few hours.
 
Your water will be turned off on Monday, September 17, 2018 from approximately 12:00 p.m. to 4:00 p.m. However, if the weather is bad or if a problem arises, we will reschedule the work and will let you know the new date and time.
 
When we turn the water back on, air in the pipes may make the water cloudy and your plumbing may vibrate or make noise. If this happens, you can remove the air by briefly turning on your taps from the lowest to the highest faucet in the building (that is, starting in the basement/first floor and finishing on the top floor). Flush the toilets as well.
 
You should only have to run the water for 10 to 30 seconds, but keep running it until the water is clear, and any vibration or noise has stopped.
 
If your water meter starts to leak, call Water Meter Installations Dispatch at:

  • Completed forming, placement of reinforcing steel and pouring concrete for pre-cast arch culvert wing walls, South side
  • Commenced installation of vegetated retaining walls near pre-cast arch culvert
  • Continued backfilling pre-cast arch culvert
In the next two weeks, the Contractor will:

  • Continue installation of vegetated retaining walls and backfilling pre-cast arch culvert
  • Continue placement of curbs and sidewalks
  • Complete channel restoration and open the Tributary and decommission temporary by-pass pipe
  • Complete the removal of sheet piles and backfilling of the new bridge abutment, West side
  • Commence forming ballast walls at the new bridge abutments, East and West sides

In the last two weeks, the Contractor:
o Completed installation of ‘H’ piles for the new bridge abutments, East side
o Completed pouring concrete for pre-cast arch culvert footing, West side
o Commenced excavation, forming, placement of reinforcing steel and pouring concrete for pre-cast arch culvert footing, East side
o Completed existing bridge removal
o Completed installation of pre-cast arch culvert and commenced backfilling
o Commenced excavation, forming, placement of reinforcing steel new bridge footing, East side
o Commenced pouring new concrete curbs on the East side of the Creek
o Commenced Tributary to Shaw’s Creek restoration

In the next two weeks, the Contractor will:
o Continue backfilling pre-cast arch culvert
o Continue Tributary to Shaw’s Creek restoration
o Complete the removal of existing bridge footings, both sides
o Complete pouring concrete for the new bridge abutment, East side
o Commence excavation for the new bridge abutment, West side
o Commence installation of ‘H’ piles for the new bridge abutments, West side
o Commence underground electrical works
