Update on Phase 2 Alton Village Streetscaping from Serguei Kabanov, Project Manager

In the last two weeks, the Contractor:
  • Installed eight digital portable variable message signs in the vicinity of Alton Village advising of upcoming construction
  • Installed four project sign boards
  • Installed 12 business guidance signs throughout the Village
  • Secured site trailer and compound facilities (located north of 14 Agnes Street)
  • Commenced removals throughout the project limits: trees

In the next two weeks, the Contractor:
April 11, 2019:
  • Will commence watermain installation on Main, between Station and Edmund (see sketch):
    • Existing Southbound lane will be temporary closed
    • Traffic will be diverted to Northbound lane and North-South direction will be controlled by temporary traffic signals

  • Dufferin County will be completing road resurfacing and select culvert replacements on County Road 23, between Dufferin County Road 23 (B-Line) and Peel Regional Road 136 (Porterfield Road)
  • During construction of Phase 2, Canada Post relocated existing super boxes (mail boxes) from N/W corners of McClellan/Main and King/Main to Station Street, between Alton School and Library.  New mailboxes will be reinstalled to original location once construction is complete

+ Staff finalized paperwork and executed the documents; project is awarded to Fermar Paving Limited
+ The Contractor is anticipated to mobilize on site Wednesday, March 20, 2019 and set up signage, barrels and a field office
+ Pre-Construction meeting will take place on Monday, March 25, 2019

The Contractor is anticipated to commence work on the new storm sewer and water-mains Tuesday, March 26, 2019:
- New storm sewer installation on Queen Street East, between railway tracks and Main Street and on Main Street South, between Queen Street East and McClellan Road
- Relocation of the water-main on Main Street South, between Station Street and Edmund Street


*** Please note Enbridge Gas Distribution (NPL Canada) continues to complete gas relocations in the Village in phases:
Phase 1:
+ Station Street to Edmund Street – The new main and all service transfers will be completed by Friday, March 22, 2019; the old main along the West side of the Cemetery slope will be decommissioned and abandoned
Phase 2:
+ Station Street to McClellan Road – Work will commence on Monday, March 25, 2019
+ Main/Queen Intersection to Edmund Street – Work will commence in two weeks
+ McClellan Road Substation (relocation of the station from N/W to S/W corner) – upcoming
+ Beechgrove to McClellan – upcoming

What are we doing?
+ Improving Main Street South and Queen Street East, including road reconstruction, drainage and boulevard improvements, providing on-street parking, decorative street lighting, streetscaping enhancements and landscaping.

The work includes, but is not limited to:
+ asphalt removal, road excavation and boulevard grading;
+ installation of new:
  • storm sewer
  • retaining wall structure at the cemetery with architectural finishes
  • vegetated retaining wall
  • barrier curbs
  • decorative coloured pattern concrete splash pads
  • wider concrete sidewalks
  • decorative architectural streetlighting
  • rest areas with street furniture
  • gateway features at South end (traffic calming measures); and
  • parkette area with town clock
+ pavement with wider lanes
+ improved pavement markings
l+ andscaping
+ minor related works; and,
+ Improvements to Caledon Fire Station 301 parking lot.

+ Completed tendering processes and awarded Phase 2 works to Fermar Paving Limited http://www.fermarltd.com/
+ Staff are currently finalizing paperwork and executing the documents
+ The Contractor is anticipated to commence work mid to late March

*** Please note: Enbridge Gas Distribution retained NPL Canada https://nplcanada.ca/ to complete gas relocations in the Village. The contractor will be mobilizing the site this week, February 28/19, weather permitting. Work will commence in phases:
​

Phase 1:
+ Station Street to Edmund Street
Phase 2:
+ Main/Queen Intersection to Edmund Street
+ Station Street to McClellan Road

Work will include:
+ Relocation of gas mains and services along Main Street South, between Queen Street East and Beechgrove Sideroad
+ Relocation of gas substation from N/W to S/W corner of McClellan Road

I would like to provide you with a quick update on the Phase 1 – Queen Street East construction:
In the last two weeks, the Contractor:
o Completed installation of ‘H’ piles for the new bridge abutments, East side
o Completed pouring concrete for pre-cast arch culvert footing, West side
o Commenced excavation, forming, placement of reinforcing steel and pouring concrete for pre-cast arch culvert footing, East side
o Completed existing bridge removal
o Completed installation of pre-cast arch culvert and commenced backfilling
o Commenced excavation, forming, placement of reinforcing steel new bridge footing, East side
o Commenced pouring new concrete curbs on the East side of the Creek
o Commenced Tributary to Shaw’s Creek restoration

In the next two weeks, the Contractor will:
o Continue backfilling pre-cast arch culvert
o Continue Tributary to Shaw’s Creek restoration
o Complete the removal of existing bridge footings, both sides
o Complete pouring concrete for the new bridge abutment, East side
o Commence excavation for the new bridge abutment, West side
o Commence installation of ‘H’ piles for the new bridge abutments, West side
o Commence underground electrical works

Region of Peel have been reporting minor vandalism at the Queen Street East bridge construction site and have asked us to help keep watch.
This type of activity is very destructive. We want to keep our community safe, so we're asking all neighbours to help keep an eye out for this type of activity and to please report it immediately to the O.P.P. Thank you.

    • Completed temporary diversion of Tributary to the Shaw’s Creek through temporary by-pass culvert
    • Completed concrete retaining wall (toe wall) on the South side of Queen Street, West of the railway tracks
    • Commenced excavation, framing and placement of reinforcing steel for pre-cast arch culvert footing, West side
    • Continued installation of ‘H’ piles for the new bridge abutments on the East side of the Creek
    • Continued building proposed roadway on the East side of the Creek by placing limestone materials

Main Street Streetscaping info re: Low-Impact Development (LID) Storage Tanks

The Alton Village Association recently asked Serguei Kabanov (of the Region of Peel) to describe Low Impact Development underground storage tanks are, and explain "Lay By" (as per the Main Street Streetscaping plan)here is what he shared:

Lay-by is on-street parking which will be provided on the South side of Queen Street East, between Alton Grange Trail entrance and the new bridge
  • It will accommodate a total of 8 vehicles (2 accessible spots)
  • Surface of the lay-by area will be made out of large permeable stone
​LID underground storage tanks - Stormtec will be positioned below the lay-by surface area
  • The tanks are plastic storage tanks (dome shape pipes, see below) installed under the road to collect and retain any water runoff and gradually infiltrate into the ground, rather than discharge into the Creek
  • Oil Grid Separators (OGS) will be installed to treat any run-off prior to discharging it to the underground storage tanks

    • Commenced and completed installation of Low-Impact-Development (LID) underground storage tanks for the proposed lay-by area
    • Continued placement of new granular material for the road base in the East end of the project
  • In the next two weeks, the Contractor:
    • Will continue installation of ‘H’ piles for the new bridge abutments
    • Will commence storm sewer installation
    • Will commence preliminary work for the Tributary to the Shaw’s Creek by-pass​

We would like to provide you with a quick update on the Phase 1 – Queen Street East construction:
 
  • Due to wet weather and unexpected snow, our construction activities are paused.  We anticipate to resume work by the end of the week.
  • Our Contractor cleared all residential driveways located within the construction closure and affected by the weather and ensured residents can safely enter/exit their properties
  • In the last two weeks:
    • The Contractor commenced excavation and grading operations in the east end of the project.
  • In the next two weeks:
    • The Contractor will concentrate on excavation and removal of peat material underneath the existing roadway.
    • In addition, our Contractor will commence sampling residential wells, building inspection surveys for residential properties and vibration monitoring in the vicinity of the project limits
